The Toronto Blue Jays claimed pitcher Guillermo Moscoso off waivers from the Kansas City Royals. He will fill the open spot on the 40-man roster that opened up after the release of David Cooper.

Moscoso, who was placed on unconditional release waivers by the Royals on Wednesday, has appeared in 57 major league games, making 24 starts.
Last season, the right-hander posted a 6.12 ERA, 4.49 FIP and 4.32 xFIP in 23 games for the Colorado Rockies, making three starts in 50 innings pitched. The Royals claimed him off waivers back on November 2nd.

“In order for him to be placed on the 40-man roster, a corresponding move must be made.” not so.

The release of David Cooper earlier this week opened up room for the team to claim Moscoso.
You are correct, 40 is now full.
Interesting…. Quick glance at fangraphs page he looks like a replacement level bullpen arm / spot starter. Trying to read into this a bit deeper than AA using our open roster spot to add a bit of depth for free but got nothing… anyone?
No drama in camp, the roster set… AA’s getting bored.
